Technical compliance defines and manages ‘things’getting to the source of harm and ensuring proper technical measures are in place to address it. Behavioural compliance defines and manages ‘people’. Some law in the UK, such as PUWER, puts a duty to apply one before the other with the emphasis being on technical compliance. Often to focus on behavioural safety before technical compliance is ‘barking up the wrong tree’ but ‘it takes two to tango’ in safety and so we must engage the worker as well ensure a safe working environment.
